Charles Spencer is a respected leader whose career has been defined by advancing economic opportunity and strengthening organizational capacity. A Jacksonville native, his foundation was shaped through years of hands-on experience in the construction and labor industries, where he developed a deep understanding of workforce needs, operational structure, and community impact.

Charles has held influential leadership roles with JAXPORT, the International Longshoremen’s Association (ILA), and multiple community initiatives, giving him extensive insight into economic development, infrastructure operations, and stakeholder engagement. His work in these sectors established his reputation for strategic leadership, organizational development, and the ability to build pathways to opportunity.
